Same happened to mine, it meant it was broken and had to be thrown away. You could try a TV repair shop but it may be that the cost of repair would be more than a new TV. They make garbage in factories these days – mine was only 3 years old but my other TV, 12 years old, is still going!
What brand is yours? Mine was LG. I’ve had so much trouble with that brand (TV, DVD player and phone), I will never ever buy LG again.
I had some of that, Had to many splitters and to much cable length, try a signal booster or amplifier, may help to get a stronger signal to you set+ You will nee one that is bi-directional if your provider is cable-vision+
Are you playing tracks through it from your i-pod? If the screen is static for a period of time it ruins it and goes green, sometimes blue. Don’t know if it’s fixable.
Check first your “Brightness” control. It is probably too high.
Also, in LCDs, due to viewing angle issue, blacks do look like dark greens if you are watching TV off-angle. So, when you make adjustments make sure you are dead-center in front of the TV.

Most likely because you have failing crystal in parts of the screen
