Why Won’t My Lcd Tv Work With My Ati Radeon 2600xt When Using The Supplied S-video To Component Adapter?
When attempting to add it to the list of monitors in display properties or the CCC, When it attempts to transfer the screen to my TV, my TV displays "Not Available", then returns to my DVI-I monitor.
The LCD TV in question is an Emerson LC195EM87. I have tried changing the resolution thinking that it might not support a higher resolution, but to no avail. Any help would be appreciated.

You may need to go through your manuals on PC to TV support. In most cases, you can’t use your LCD TV unless it has a VGA or HDMI adapter which is on most HDTV systems. You may wish to contact ATI or Emerson for further support. Emerson may say you need a specific graphics card over the one you are using.

I found that for some Video devices (Monitors) you have to have the drivers installed. Rule that out first, go to the Emerson web site and try finding a device driver. If they have one, and you install it, it will likely trigger an applets that will inform your video card of the existence of the device and then you will be able to set it as output.
Hope it helps
